Civil Society Organizations County Meetings


28th – 31st August 2017


There were County CSO meetings in Kakamega, Bungoma, Siaya and Nyamira counties held on 28th, 29th, 30th and 31st of August 2017 respectively.


In Kakamega, the meeting centered on the review of the Democracy and Human Rights programme, and the planning on how to meet and engage the incoming County Executive and Assembly members.


During the Bungoma County meeting, the team focused on the planning of the intended NGO Week and means of engaging the incoming County Executive and Assembly members. Also on the agenda was how to document the impact of the Democracy and Human Rights programme activities.


Siaya and Nyamira meetings focused on the establishment of strong County CSO forums that would enable effective engagement with the National and County governments and other stakeholders. Agenda being Creation of awareness on the PBO Act (2013), profiling of CSO activities and sharing of experiences.


These county meetings were facilitated by Suba Churchill, Judy Gachathi and Faith Alukwe.

Mutulani Water Project Update

Finally water flowed within the Mutulani community!

After months of living in anticipation of having water within the community, the borehole at Mutulani Secondary School was drilled. The Mutulani community came in numbers to witness the water test pumped at the site. The excited locals and the student community could be heard talking about the expected changes and even what best to do with the water, heaping praises on PEN & MAWE, who facilitated the realization of the project and all the donors who contributed to the project. They were also taking pictures of the happenings to share and inform those who were not present. As PEN we hope that the project will swiftly move on to the next stage of installing the pump and the distribution system.

Monitoring and Evaluation Exercise in Kakamega County by Diakonia Kenya

The Diakonia team visited Kakamega County, one of the four Counties where the CSOs benefited from the CSRG/PEN Democracy and Human Rights Program funded by the Embassy of Sweden through Diakonia.

The team met with some of the duty bearers who the CSOs have interacted and engaged with under the program. The duty bearers met were Mr. Jacob Mumia, the County Director of Planning, and Ms. Ebby Khavai, the CEC Education.

A Focused Group Discussion between CSOs (beneficiaries) and Diakonia team was also convened at Milimani Resort Kakamega to gauge the program impact so far. 

The aim of the exercise was for Diakonia team to monitor and evaluate the activities that have taken place in the County since 2015, which included: Accountability forum with the duty bearers and beneficiaries; consultative meetings between Kakamega CSOs and the County Executives and Assembly; leadership and integrity training; and the NGOs exhibition week. The exercise which was done through a plenary discussions, looked at the impact of the activities in terms of: improved working environment between Kakamega CSOs and the County Assembly and the County Executives; CSOs engagement in the County decision-making processes; CSOs providing any kind of expertise to the County Assembly and Executive; CSOs providing input to the county policy papers; and the impact of the Kakamega NGO week.

3RD CSO Leadership Training

PEN organized three days of training on the Strengthening the Leadership Capacity of CSO Leaders in Kenya. The training, under the Democracy and Human Rights Program, was coordinated by the Civil Society Reference Group (CSRG) with the intention to build the capacity of the participants on Leadership and Management of CSOs, Good Governance, Integrity and Ethics, and Board Development.


The sessions, facilitated by Felix Mutua and Gerald Mwangi of Stretch Zone Consulting Limited, and Suba Churchill of CSRG, was attended by 28 CSO leaders from Bungoma, Kakamega, Nairobi, Machakos, Kajiado, Makueni and Machakos Counties. The facilitators took the participants through the modules with relevant practical examples, and group participation being part of the delivery mode. A number of ways to improve the operations of the CSOs and how to best handle challenges were discussed, leaving participants empowered to enhance the workings of their organizations.

Strengthening Civil Society in Kenya: A Dialogue with Civil Society Leaders
PEN has carried out 4 Dialogues with CSO leaders from the following counties and the environs; Mombasa, Kisumu, Nyeri and Nakuru with the support of Ford Foundation.
This project aims to work mainly with CSOs leaders at national and the county levels to dialogue and document views on the sector's major achievements, lessons learnt and capacity gaps, as well as, deliberate on what the sector can do to reclaim its former vibrancy, legitimacy and make it the voice of the citizens. In the long run it is expected this project will lead to the formation of a CSOs movement both at the county and the national level with a shared vision.

Water Project Update under Global Giving
In July 2014 a 10,000 liters water tank was installed at Mutulani primary school compound for roof catchment water harvesting. This has been a long journey since the onset of this project towards the end of year 2013. A recommendation was made to have the tank installed at the primary school by the community through MAWE Community Based Organization (CBO). Every household in Mutulani sub location is represented by a child in the school hence every community member will benefit from the water collected in the tank as reported by MAWE Chairman.
The community contributed unskilled labor, supervision through MAWE CBO, locally available materials which include water for construction of the tank base, ballast, bricks and sand. The community also contributed a bag of cement towards completion of the base when the quantity that was quoted could not finish the entire work. This was a clear indication that sustainability of the project is guaranteed.

The PBO Act 2013 was assented to by the president in January 2013 and the official gazetted publication of the Public Benefit Organisations ACT released.

PEN continues to provide secretariat support for the dissemination on the PBO ACT and in providing input to the drafting of Rules and Regulations to support the PBO ACT under guidance from CSO Reference Group in collaboration with the NGO coordination Board.

PEN continues to offer technical support as the strategic partner to the two community based organizations (CBOs); KADEG and Kyevaluki Social Development Forum both in Machakos County towards the implementation of environmental conservation project funded for three year period by Community Development Trust Fund (CDTF).
